Në kuadër të 20 vjetorit të Rezolutës 1325, Shoqata Gender Paqe dhe Siguri zhvilloi më 31 tetor 2020 një aktivitet ndërgjegjësues në sheshin "Liria" në Durrës, duke shpërndarë mesazhe sensibilizuese si respektimi i të drejtave të grave dhe angazhimin që secili prej nesh duhet të ketë për një shoqëri të paqtë.
20 vjet më parë, më 31 tetor 2000, Këshilli i Sigurimit të Kombeve të Bashkuara miratoi Rezolutën 1325 të dedikuar agjendës Gruaja, Paqja Siguria, grave e vajzave në situata konfliktesh apo lufte dhe ndikimit të situatave të tilla ndaj tyre dhe pjesëmarrjes së grave e vajzave në veprime për pandalimin, ndalimin e këtyre situatave. Barazia gjinore, fuqizimi i grave dhe mbrojtja e të drejtave të grave janë thelbësore për zhvillimin e qëndrueshëm dhe parandalimin e konflikteve. Pjesëmarrja kuptimplotë e grave në zgjidhjen e konflikteve, përpjekjet humanitare, proceset e paqes, ndërtimi i paqes, zgjedhjet, reformat në sektorin e sigurisë dhe proceset politike janë gjithashtu thelbësore për të ruajtur paqen. Këto parime janë pjesë përbërëse e agjendës “Gruaja Paqja dhe Siguria” të Kombeve të Bashkuara (OKB) për zhvillimin e qëndrueshëm, paqen dhe sigurinë.
Shqipëria, në vitin 2018, iu bashkua thirrjes së Rezolutës 1325 për miratimin e një Plani Veprimi për zbatimin e Rezolutës 1325 (2018-2020) kushtuar agjendës Gruaja, Paqja dhe Siguria’, duke u renditur sot mes 86 vendeve në botë. Në kuadër të 20 vjetorit të Rezolutës 1325, konstatohet se pjesa dërrmuese e masave të veprimit të synuara përmes Planit të Veprimit janë realizuar. Ndërsa në 2019 rezultonin të zbatuara 63% e masave të Planit të Veprimit, sot Plani i Veprimit është i realizuar në masën 82%. Edhe pse një shifër e tillë është mjaft e lartë puna për agjendën Gruaja, Paqja dhe Siguria’ mbetet një sfidë për vendin tonë.
Përqindja e grave dhe vajzave në Policinë e Shtetit rezulton të jetë 14.3 % e numrit të përgjihsëm të punonjësve, ndërsa vetëm 9.91 % janë punonjëse femra me gradë policore. Gjatë vitit 2019-2020 është rritur lehtësisth numri i grave e vajzave inspektore, nënkomisare dhe komisare, por është ulur numri i kryekomisareve dhe numri i drejtuesve të lartë nuk ka ndryshuar. Është rritur lehtë përfaqësimi i grave e vajzave personel ushtarak në FA; aktualisht numërohen 823 në Forcat e Armatosura, pra 14.08%, duke shënuar një rritje me 0.38% krahasuar me muajin dhjetor 2019. Po ashtu nga 268 kandidatë të rekrutuar ,10.07% janë vajza e gra, 3.17 % më shumë se në vitin 2019 (6.9% e të rekrtuarve ishin gra). 33.8% e të graduarave për 2019 janë femra në raport me vitin 2018, rritje me 5% më shumë janë graduar oficere krahsauar me vitin 2019 dhe 0.10% nënoficere. Për herë të parë 2 gra ushtarake në vitin 2019, ishin pjesëmarrëse në operacionet e paqes OKB në Sudanin e Jugut “Special Gender Report”, duke qenë vendi i parë në botë me pjesëmarrje 100% femra. Gjithsesi, ende numërojmë vetëm 1 grua gjenerale të graduar në Forcat e Armatosura.
Në këtë përvjetor, Shoqata Gender Paqe e Siguri si dhe Koalicioni “Gratë Paqe Siguri” në bashkëpunim me Ministrinë e Shëndetësisë dhe Mirëqënies Sociale, me mbështetjen e Ambasadës së Mbretërisë së Vendeve të Ulta dhe me bashkëpunimin e UN Women dhe OSBE, vjen me një Plan Ndërinstitucional të Veprimit të Rezolutës 1325 “Gratë, Paqja e Siguria” si dhe me Raportin e Parë dhe të Dytë të Monitorimit të këtij Plani Veprimi.
Covid-19 tregoi se gratë u përballën më së shumti me kërcënime për sigurinë e tyre, humbën punën, dhuna ndaj tyre pësoi rritje. Të tilla situata janë këmbana alarmi për shoqërinë dhe kërkojnë vëmendjen e kushtuar të politkës dhe gjithë shoqërisë. Shoqëria civile vijon të jetë e brishtë në mundësitë që ka për të mbështetur tëtilla situata dhe nxitur pjesëmarrjen më të madhe të grave e vajzve në sektorët e sigurisë. Gratë dhe vajzat në fushën e sigurisë kanë nevojë për mbështetje reale, jo premtime boshe.

ACTIVITY IN DURRES FOR THE 20TH ANNIVERSARY OF RESOLUTION 1325
In the framework of the 20th anniversary of Resolution 1325, on October 31, 2020 the Association Gender Peace and Security organized an awareness activity in “Liria” square in Durres, spreading awareness messages including the respect of women's rights and the commitment that each of us should have for a peaceful society.
20 years ago, on 31 October 2000, the United Nations Security Council adopted Resolution 1325 dedicated to the agenda Woman, Peace, Security for women and girls in situations of conflict or war, the impact of such situations on them and the participation of women and girls in preventing and stopping these situations. Gender equality, women's empowerment and protection of women's rights are essential for sustainable development and conflict prevention.
The meaningful participation of women in conflict resolution, humanitarian efforts, peace processes, peace building, elections, security sector reforms and political processes are also essential to maintaining peace. These principles are an integral part of the United Nations (UN) Agenda for Women, Peace and Security for Sustainable Development, Peace and Security.
Albania, in 2018, joined the call of Resolution 1325 for the approval of an Action Plan for the Implementation of Resolution 1325 (2018-2020) dedicated to the agenda "Women, Peace and Security", ranking today among 86 countries in the world. In the framework of the 20th anniversary of Resolution 1325, it is concluded that the vast majority of targeted action measures through the Action Plan have been implemented. In 2019 63% of the measures of the Action Plan were implemented, meanwhile today 82% of the measures of the Action Plan have been implemented. Although such a figure is quite high, the work for the Women, Peace and Security's agenda remains a challenge for our country.
The percentage of women and girls in the State Police is 14.3% of the total number of employees, while only 9.91% are female employees with police ranks. During 2019-2020, the number of women and girl inspectors and deputy commissioners has slightly increased, but the number of chief commissioners has decreased and the number of senior executives has not changed. The representation of women and girls in the Armed Forces has slightly increased; currently there are 823 in the Armed Forces (14.08%), marking an increase of 0.38% compared to December 2019. Also out of 268 recruited candidates, 10.07% are girls and women, 3.17% more than in 2019 (6.9 % of recruits were women). 33.8% of graduates for 2019 are women compared to 2018, an increase of 5% more are promoted officers compared to 2019 and 0.10% non-commissioned officers. For the first time 2 military women in 2019 were participants in the UN peace operations in South Sudan "Special Gender Report", being the first country in the world with 100% female participation. However, we still count only 1 female general promoted to the Armed Forces.
In this anniversary, the Gender Peace and Security Association and the Coalition "Women Peace and Security" in cooperation with the Ministry of Health and Social Welfare, with the support of the Embassy of the Kingdom of the Netherlands and in cooperation with UN Women and OSCE, have presented an Inter-Institutional Plan of Resolution 1325 “Women, Peace and Security” as well as the First and Second Monitoring Report of this Action Plan.
Covid-19 showed that women mostly faced threats to their safety, lost their jobs and violence against them increased. Such situations are alarming for society and require an undivided attention by everyone. Civil society continues to be fragile in its ability to support such events and to encourage greater participation of women and girls in the security sectors. Women and girls in the field of security need real support, not empty promises.
