• Përshkrimi i shërbimit:

Shoqata “Gender, Paqe e Siguri”, po kërkon një ekspert me përvojë për të realizuar procesin e monitorimit të projektit “Qendra Sociale për Gra dhe Vajza”, mbështetur nga AWEN-Albanian Women Empowerment Network, me fonde të Agjencisë Ndërkombëtare për Zhvillim dhe Bashkëpunim (Sida), sipas detyrave dhe përgjegjësive të përshkruara në vijim.

Shoqata “Gender, Paqe e Siguri”, një shoqatë jo fitimprurëse, që operon në qytetin e Durrësit dhe jo vetëm, synon të promovojë barazinë gjinore në shoqëri dhe të mbrojë të drejtat e grave dhe vajzave.

Eksperti do të jetë përgjegjës për:

• Paraqitjen e planit të punës dhe metodologjinë e mbledhjes së të dhënave për procesin e monitorimit;
• Ruajtjen e komunikimit të rregullt me drejtorin ekzekutiv të Shoqatës dhe kordinatorin e projektit;
• Përgatitjen dhe dorëzimin e materialeve të shkruara për secilën nga fazat e punës;
• Paraqitjen dhe dorëzimin e dokumentit të monitorimit brenda afatit të parashikuar;
• Paraqitja e raporteve të realizuara në gjuhën shqipe dhe angleze.
• Detyrat:

Eksperti do të ketë këto detyra:

• Njohjen me projektin dhe me kontekstin e zbatimit të tij.
• Rishikim të dokumentave të lidhura me projektin, të tilla si: raporte të takimeve informuese, raporte të takimeve advokuese, databazën e rasteve, listëpjesëmarrjet e ccdo takimi, foto të takimeve, minuta të takimeve të stafit, etj.);
• Vlerësimin e ndikimit të zbatimit të projektit në nivel lokal;
• Finalizimin e gjetjeve dhe rekomandimeve;
• Hartimin e raportit final të monitorimit të projektit për periudhën e përcaktuar në gjuhën shqip/ anglisht.
• Kualifikimet dhe eksperienca e kërkuar:
• Master në shkenca sociale;
• Eksperiencë të ngjashme në procese monitorimi, vlerësimi, rishikimi;
• Eksperiencë në mbledhjen dhe analizimin e të dhënave cilësore/ sasiore;
• Eksperiencë e provuar në finalizimin e raporteve të vlerësimit/ monitorimit me cilësi të lartë në gjuhën Shqipe/ Angleze;
• Aftësi për të punuar brenda afateve të paracaktuara;

Terms of Reference

Expert for monitoring the project "Social Center for Women and Girls"

• Service description: Association "Gender, Peace and Security", is looking for an experienced expert that will be carried out as part of the "Social Center for Women and Girls" project, supported by AWEN-Albanian Women Empowerment Network with funds from the International Agency for Development and Cooperation (Sida), according to the tasks and responsibilities described below.
• Profile of the Association:  Association "Gender, Peace and Security", a non-profit association operating in the city of Durrës and not only, aims to promote gender equality in society and protect the rights of women and girls. Women’s rights, peace and security, as well as their active participation in decision-making, and the integration of marginalized communities, are the main focus of the Association. For more than two decades, AGPS has supported community members in urban and rural areas of Durrës District, with a special focus on vulnerable groups, offering direct psychological, legal and other support services to victims of violence; empowering families in need to tackle poverty and gender equality; increasing opportunities for economic empowerment, as well as increasing employment/self-employment opportunities for adults, with a special focus on women and youth.
• Purpose: Monitoring of the "Social Center for Women and Girls" project, since the beginning of its implementation.

Objectives:

• Identification of difficulties in project implementation;
• Identification of the achievements of the objectives and their sustainability;
• Comparison of current statistics with the project goal.
• Tasks:

The expert will have these tasks:

- Familiarity with the project and the context of its implementation;

- Review of documents related to the project, such as: reports of informative meetings, reports of advocacy meetings, case database, attendance lists of each meeting, photos of meetings, minutes of staff meetings, etc.);

- Evaluation of the impact of the implementation of the project at the local level;

- Finalization of findings and recommendations;

- Drafting of the final project monitoring report for the defined period in Albanian/English:

Similar experience in monitoring, evaluation, review processes;

• Experience in collecting and analyzing qualitative/quantitative data;
• Proven experience in finalizing high quality evaluation/monitoring reports in Albanian/English;
•  Ability to deliver products on time.

• Contracting conditions:

• Contract with working days only for the monitoring process of the "Social Center for Women and Girls" project.
• Duration: Maj – Dhjetor 2023
• Location: Durrës.
• Reporting and communication:
• The expert will report to the Executive Director of the "Gender, Peace and Security" Association and will maintain regular communication throughout the project monitoring process.
